From Plateau to Peak: The Rise of the Peak Performance Organization

There is a new “New View” of safety!

Over the past three decades, safety maturity models have enabled organizations to progress from compliance-driven systems to cultures grounded in trust, learning, and shared accountability. While these models have delivered substantial gains, many organizations now face a persistent plateau: performance stabilizes, engagement becomes routine and learning slows despite increasingly sophisticated systems. This presentation argues that this plateau is not a failure of maturity, but its natural consequence.

Building on contemporary safety science and operational practice, the paper introduces the concept of the Peak Performance Organization as the next evolution beyond the Generative (Westrum/Hudson) or Interdependent (Bradley) levels of maturity. At this level, safety is no longer a state to be achieved or maintained, but a dynamic capability continuously generated through awareness, adaptability and intelligent risk engagement. Peak performance organizations operate with elastic systems, rapid learning loops, and distributed decision-making, enabling them to respond effectively to complexity and change.

Central to this shift is a redefinition of leadership and measurement: from control to inquiry, and from lagging indicators to organizational readiness. Safety, risk and performance converge into a single, integrated ‘proficiency’.
The presentation offers a practical pathway for moving beyond stability toward peak performance, where safety is not separate from work, but the very expression of how high-performing organizations think, decide and adapt.
